Responsible Gambling Tools for NJ Online Casinos

Short answer
NJ rules require licensed online casinos to let you set deposit, spend and time limits, pause your account for at least 72 hours, and close your account. The NJ Division of Gaming Enforcement (DGE) also runs a self-exclusion program covering internet gaming: one year or five years if you sign up online, or one year, five years or lifetime in person or by video conference.

Limits you can set in your casino account
Under N.J.A.C. 13:69O-1.4(n), an NJ internet gaming system “shall be capable of allowing a patron to establish” three limits:
- Deposit limit: offered daily, weekly and monthly. It caps “the maximum amount of money a patron may deposit” into the account in that period.
- Spend limit: offered daily, weekly and monthly. It caps “the maximum amount of patron deposits that may be put at risk” in that period.
- Time-based limit: offered daily, “measured hourly from the patron’s log in to log off”. If you hit it, you can finish the round of play (or an active or prepaid tournament) you are in.
Changing a limit: a lower limit takes effect “no later than the patron’s next log in”. A higher limit takes effect “only after the time period of the previous limit has expired”.
Session clock: under 13:69O-1.2(h), the software must either show your elapsed session time on screen at all times or show a pop-up “at least every half-hour” with the time elapsed since you logged on.
Timeout (a cool-off break)
The DGE’s responsible gaming page says: “Request a timeout for any duration from 72 hours to a full year. While on timeout, you will not be able to deposit or wager. You may still log in, withdraw funds, and view your play history.”
The rule is N.J.A.C. 13:69O-1.4(j)1: the site must put your account in “suspended mode” when you ask, “for a specified period of time, which shall not be less than 72 hours”. Under 13:69O-1.4(k), a suspended account can’t be used to wager or to deposit (except to cover a negative balance), and withdrawals are blocked unless you started the suspension yourself.
Closing your account
Under N.J.A.C. 13:69O-1.3(n), the site must give you “a conspicuous and readily accessible method” to close your account, and a balance left in an account you close is refunded under the casino’s internal controls.
DGE self-exclusion program
The DGE says: “In 2013, the program was expanded to also include self-exclusion for Internet gaming activities.” It lists four ways to sign up. The periods below are the DGE’s wording; it calls them “Minimum self-exclusion periods”.

- Help signing up: the DGE Self Exclusion Hotline is 1-833-788-4DGE. To sign up with the DGE in person or by video conference, you schedule an appointment by calling that number. For in-person or video sign-up, bring picture identification; you will be photographed.
- Lifetime: under N.J.A.C. 13:69G-2.2(c), a request to be on the Internet self-exclusion list for life “shall be made in person at a location designated by the Division”. On the DGE page, lifetime appears only with the in-person or video-conference methods.
- Already self-excluded? The DGE says that if you are already on the self-exclusion list, you are automatically excluded from Internet gaming activities.
What happens after you sign up
- The DGE sends your details to each licensed internet gaming permit holder, and sites “will refuse to accept your wagers”.
- If you gamble while on the list, the DGE says any winnings are subject to forfeiture.
- Under N.J.A.C. 13:69G-2.3(e), open wagers are voided within three days of the notice, and any balance of $1.00 or more is refunded no later than 90 days after the notice.
